If a unit already has a correctly sized PTAC sleeve, changing to a window unit can leave an unsealed opening and may not be allowed. If the apartment has ordinary double-hung windows and no sleeve, cutting a new wall opening for a PTAC is a construction project, not a quick cooling upgrade. Start by identifying the equipment you actually have: PTACs have a chassis that slides out of a wall sleeve, while through-the-wall units and window units have different cabinets and installation details.

A window unit usually has the lower equipment price and the simpler first installation. That does not mean every window installation is inexpensive: a heavy unit may need an approved support bracket, a window guard arrangement and access from inside without leaning out. The safest choice is a model that fits the opening with the sash secured, side panels sealed and the cord plugged directly into a suitable outlet. Extension cords and improvised support are not a solution.

PTAC replacement cost is driven by chassis size, voltage, sleeve compatibility, heating configuration and the condition of the existing wall sleeve. A nominally similar chassis may not seal to an older sleeve or may have the wrong sub-base or electrical connection. Measure the sleeve opening and check the nameplate before ordering. Some properties standardize brand and chassis sizes so their maintenance team can stock parts; an owner should not assume a retail model will interchange.

Efficiency is also room-by-room. A correctly sized modern window unit in a single bedroom can be a sensible way to cool that bedroom. A PTAC may be the only practical option where the wall sleeve is already part of the façade and the unit must supply shoulder-season heat. In either case, a dirty filter, blocked coil or air leak around the cabinet will waste more energy than a small label difference.
